Humanitarian Action Coordination
Thomas J. Watson Jr. Institute For International Studies [2]
Coordination is the systematic use of policy instruments to deliver humanitarianassistance in a cohesive and effective manner. Such instruments include strategicplanning, gathering data and managing information, mobilising resources and ensuringaccountability, orchestrating a functional division of labour, negotiating and maintaining aserviceable framework with host political authorities and providing leadership. [4]This definition emphasises coordination functions that are often missing or weak in UN humanitarian coordination.
Policy Coordination
Magro et al. (2014) [3]
Policy coordination intends to solve the following failures:
- avoidance or minimization of duplication and overlap;
- avoidance of policy inconsistencies;
- minimization of conflict (bureaucratic and political);
- quest for coherence and cohesion and an agree ordering of priorities; and
- promotion of a comprehensive perspective against the advocacy of particularistic (i.e. sectoral) perspectives.
